Well, this article is not formatted as you describe but it is from a reputable source and I saw it copied all around the internet, so it may have appeared as you described somewhere. Also, the details of this story differ somewhat from your description. This article indicates that a team at Los Alamos National Laboratory led by George Papcun developed the technology.
