I remember reading an article on the web a little while ago about this
former CIA or FBI director(?)'s company that can replicate a person's
voice with just twenty minutes of their voice sample. I remember the
page had red menu on top and menu on the left side with the founder of
the company's whole body near the top.

Possible keywords: fbi/cia, voice, replication/duplication... maybe
you can think of a better word for this technology

Well, this article is not formatted as you describe but it is from a
reputable source and I saw it copied all around the internet, so it
may have appeared as you described somewhere.  Also, the details of
this story differ somewhat from your description.  This article
indicates that a team at Los Alamos National Laboratory led by George
