Looking for software that allows you to capture photos from an mpeg
file or avi file residing on a PC. I dont want low resolution, low
quality pictures.
I need the resulting image to be hi resolution, sharp, and clear. Also
please recommend any software or hardware needed to capture the video
from a VHS tape onto a PC.

Video is inherantly lower quality, so what you are asking for is
impossible.  Anyone who tells you otherwise isn't telling the truth.

The best you can hope for is medium quality pictures.
