Just residential property including condominiums and vacant land.

Thank you for narrowing that down.  I've done a bit of preliminary
work to get familiar with the government type(s) for that area,
because my initial approach/line of thinking takes me to general land
documentation with the city/county clerk's office via real property
tax rolls; this should lead to property owner listing data, deeds,
property surveys and such.

CITY GOVERNMENT
Ridgefield, CT
I found data and contact information for the City Clerk of Ridgefield,
CT on the city web site (
http://www.ridgefieldct.org/government/townclerk/townclerk.htm),
useful because the clerk is, "...responsible for general land
records...absentee ballots...vital statistics...."

COUNTY GOVERNMENT
Fairfield County, CT
I also found a statement online that says, "Fairfield County Has No
Form Of County Government" (

).  I'll confirm this with further investigation, but if you are
resident or familiar with the area, you may be able to do this
immediately.  I'm used to legal archives being held with the county,
so my intention here is to rule out each form of government until I'm
dealing with the exact agencies/departments/entities absolutely
necessary.

STATE GOVERNMENT

Again, I can do further research to find possible data/leads within state agencies.

I have some other [non-government] ideas that can be explored, because
the tricky terms in your question are of course "absentee owners" and
"investors,"  with "investors" being the toughest.  I think I can
track down absentee owners (on deed), but "investors" (potentially not
on deed) may require pulling a rabbit (a resourceful smart one) out of
the hat to get those...but like I said, I have some ideas.

Please let me know what you think thus far.  Tackling this problem
will take a few communication iterations.  You may want to share any
deadend attempts you've made if you feel I'm on the right track and
would like me to pursue your question further.  Looking forward to

The best way to get this is thru any local Realtor. They can get this
for free from a major title company. They go by where the property tax
bills are sent. If the bill goes off site, it is assumed this is
investor property.
