I want a passenger model train exactly like the passenger trains I
rode as a little boy...from 25 to 30 years ago.  Specifically I want a
Chicago Northwestern passenger with the double-deck passenger cars.

My recollection is that this type of train had yellow-gold sides with
oblong windows.  It had a dark green or black top on each car.
Can you point me to a site that might carry HO scale model passenger
trains from the late 70's?

Chicago Northwestern locomotives are not that hard to find but the
passenger cars are a difficult find indeed. Please examine these sites

I found the above answer to be quite poor and not well researched.

A simple search to Walthers showed they produce the very bi-level
coaches and cab-cars the questioner requested, and at a reasonable
price.

IHC (noted above as a "great source') is a very "cheap" company,
making low quality products, and ones that are not historically and
prototypically correct. Also the above answer didn't concentrate on
one scale.
