How do I bring back my "Set Program Access and Defaults" on my Terminal Server
I deleted the "Set Program Access and Defaults" item in the start menu
of our Terminal server (win 2003 server) and now I want to get it
back, or have some way to access the controls that it makes possible.
I went to a XP workstation that had it, and went to see what it was
linked to (thinking it was a shortcut or a program), but all I came up
with was this path:
%SystemRoot%\system32\control.exe appwiz.cpl,,3

I did a basic search on Google and found lots of pages that give 2
registry hacks to make it come back, but none worked on my terminal
server.  Maybe they were meant for workstations. I spent about an hour
on it with no luck. Here is what I tried: URL:

There is also supposed to be a control to do this same stuff in the
add/remove CP, but that is gone also, and the hacks didn't bring it
back.

I now very much regret deleting this shortcut.  I should have just
left it in the Start menu.

Is there any way to get it back, or to somehow, on a deep system
level, force all users of the terminal server to use just Firefox?  To
have it ALWAYS be the default browser.  I want to keep IE on for
admins, but I don't want regular users using it.

I tried turning off IE's pref where it checks to see if it is the
default browser, and Telling Firefox to check if it is the default
browser. When I fired up Firefox, it asked, and I made it the default.
 This stayed that way for a week or so, and then somehow IE launched
one day when I clicked on a URL. I went to do the whole procedure
again, and it last for a little while and then somehow I click on a
URL in some email and IE comes back up.

Again, I want to limit Terminal users to only have Firefox available,
but have both available for Admins connecting via Terminal. I would
like for each admin to be able to pick his/her pref, but to have both
available in any case.

I know the right way to do this is with Group policies, but I have a
standalone server, not a domain server, so this is not an option.

What to do?
