How do you find blueprints of buildings? As far as I know, these sorts
of things are supposed to be "public information," yet I can't seem to
find any for the life of me after doing a number of searches.
Specifically I'm looking for either a blueprint or a map of the
interior of the George L. Mosse Humanities Building at the University
of Wisconsin, Madison (455 N. Park Street, Madison, WI 53706). And I'd
better give you this disclaimer I suppose: I don't have any malicious
intent in mind, I'm actually part of a student organization--the anime
club--and I want to provide a map on our website for newcomers to show
them where our room is, where the vending machines are, etc.
Unfortunately, I have no idea even where to begin looking. Any help is
much appreciated.

Have you tried the campus information centre? 

The city building department?

No I have not. I don't actually know where I would find the "building
department" for Madison, WI. (I do know where the campus information
center is, although some of my friends work there and so I doubt
they'd know anything about it. But at the same time, I suppose it
doesn't hurt to try.)
