the list does not have an extraction treaty with the United Kingdom.

Good answer.

I would only add that extradition treaties are pretty complex, for
example, what is considered a crime in one country may not be a crime
in another so just because a treaty exists and a person is suspected
of a crime in one country doesn't mean another country will extradite
them even if there is a treaty.
