What is the meaning of "Watch CBS News?  No thanks, I'd Rather not." 

The "th" in "thanks" and "Rather" are superscripted.

I saw it on a shirt from cafepress.com

Dear mjburke-ga;

Thank you for allowing me to answer your interesting question. I?ve
seen some t-shirts like the one you mentioned. Some of them say
something to the effect:

?Watch  C B.S. News with Dan Ra`th`er?

This is obviously a play on words referring to the recent scandal
involving now discredited documents that, according to Dan Rather
(CBS), showed less than favorable military records related to
President George W. Bush?s National Guard service.

Purported Texas National Guard memos aired by Dan Rather on CBS News,
supposedly written by President Bush's squadron commander the late Lt.
Col. Jerry B. Killian, lost a great deal of authentic credibility when
it allegedly became apparent that the ?th? in one of the dates was
typed in superscript, a feature that was unlikely to have been in
place on a manual typewriter in 1972 (suggesting the memo?s were
fake). As such CBS came under attack when accusations were made that
the network used inaccurate information as the basis of its story.

The message on the T-shirt then refers to this scandal and can be
interpreted by some this way.

The phrase ?Watch C B.S. News? means ?Watch and See Bull Sh*t News?

The phrase ?No thanks, I?d Ra`th`er not? is a jab about the now
infamous superscripted ?th? that ultimately caused the documents to be
discredited.

Regardless of whether it is true or not, the implication here is
apparently intended to accuse CBS News of airing false information and
that Dan Rather was, at least in part, to blame.
