Do candy companies in Europe and the UK pay a fixed price for sugar or
does it go up and down depending on supply and demand?  Are they
expected to pay more for sugar this year?  I know that the EU Sugar
regime has set a floor for the price that sugar refiners pay, but I
don't know if that also establishes a ceiling.

yes from what i got out of it there is a ceiling. I got that here

im sure the sugar prices for candy companies fluctuate but i can't be positive
