We are trying to find any and all information on federal code 45 FR
68942, Oct. 17, 1980.  It is stated in 49 CFR X (10-1-96 Edition) Part
1045 - BROKERS OF PROPERTY, but I am unable to find what it states

To obtain the information you seek, go to
(http://www.access.gpo.gov/nara/cfr/cfr-table-search.html#page1), go
down the row that says "Title 49," click on "1996," check the box next
to "1000-1199," then go up to the search box and type in "1045." You
want the second search result.

Unfortunately, Federal Registers that old are not available online.
You may be able to find them at your nearest federal depository
library (http://www.access.gpo.gov/cgi-bin/alldep.cgi).

Fortunately, the CFR section tells you which parts come from the 1980
regulation and which parts did not.
