Thank you for allowing me to answer your interesting question.

Absolutely not!

All 50 United States and Canada recognize the valid licensure and
suspension or revocation of driver?s licenses of all other US states.
Therefore, a valid driver?s license in one state is deemed valid in
all states and in Canada, and a suspended license in one state is
deemed invalid in all states and in Canada. Having said that,
according to Pennsylvania Motor Vehicle Code 1543, driving while
operating privileges are suspended or revoked places you in jeopardy
of being arrested for driving with a suspended license in all 50
states and in Canada.

It may add credibility to my answer to mention that I have been in law
enforcement myself for more that 20 years in a community that is
considered a vacation destination where it is not uncommon for as many
as half our driver?s are out-of-state visitors or travelers on any
given day. Bearing that in mind I have personal knowledge of the law
in this regard and have, on many occasions, arrested out-of-state
drivers for doing precisely what you have asked about.

Hello Nelson

For years the DVLA (Driver's license body for England, Scotland and Wales)
and the DVLNI (Drivers license body for Northern Ireland ) sort of
seem to just ignore each other even though both covered what is
technically the same country (i.e. the UK).
 I have known people who had a license suspended in one but could
happily drive in the other(with a different license of course).
 
So it is not always a matter of common sense.

Maybe now though there are agreements between the two.
