Hi:

My company is a manufacturer of outboard engines.   How can I get
stats of the purchases by U.S. States of outboard engines, and boats?
Purchases by the Departments of the Federal Government? Sectors of the
recreational market?  Who publishs these commodity purchasing
statistics?

I have a good deal of experience with government purchasing, but I
don't know of any source that publishes the type of stats you're
looking for.

Since your interest is in selling, you might be better off tracking
down contacts rather than statistics.  For instance, here's a
screenshot of a list of more than 150 contractors that do business
with the feds, and deal with boats in some fashion:
