Is there a TiVo (or TiVo type device) that has an internal DVD (burner) recorder?
If this type of device is available, is it legal to record ?Pay Per
View?  events, and movies for a personal collection of DVD?s?

I looked at the snapsteam website, and snapsteam has far more features
than I need.
I just want something simple like TiVo to record off of my cable
converter box, and I wondered if I could burn DVD?s legally from a
TiVo type device.

Have you thought about using a PC to do this, using a product such as
Snapstream's Beyond TV?

I concur...
I run an extra cable to my computer's TV card ($30) and can save to HD
to get rid of commercials (or if I had a TV card that did hardware
encoding ($80) I could use gbpvr (gbpvr.com) with comskip and mimick a
replay tv auto commercial skip for free!) and then burn to DVD or I
can burn direct.

As far as 'legality':
It falls under US 'fair use' laws (so far)

I own a HUMAX DRT-800 which has the function you are interested in.  I
have recorded PPV shows to view at a later time.
