Cartoon Network (I believe) has been advertising a remote control toy
I'd like to buy - I don't know if it's a wheeled or hover vehicle, but
it advertises that it can go over dirt, grass, stones, but not
concrete. I'd like to find out the name and where to buy it. The kids
say the  name is something like Tornado VRZ.

Could you be thinking of the Terrain Twister?

It's one of the "hot" toys this year and apparently has been heavily
advertised on television.

Is the Terrain Twister the right toy?

The Terrain Twister from Tyco is a heavily advertised radio-controlled
toy that can go over dirt, grass, stones, but not pavement. As such,
it matches your description perfectly.


From the review that I cited above:

"Pavement
The oddest thing was on the pavement... it would move great side to
side, meaning it would strafe, really stinkin' fast to the left or
right. But if you tried to go forward or back it would spin in place.
The directions for the toy recommend not using pavement because of the
danger of cars, but we tested in a vacant lot."
