I am about to launch two websites one is an Ezine for writers to
create an account and profile. Also to promote their books and to
interact with potential customers looking for content and/or articles
for a fee.

I am also adding an affiliate feature where affiliates can sign up and
get a free account and get paid for each membership that they bring to
the site via one of their links.

So three type of users I'm looking for:

1) Writers That want to Publish some of their work, promote books and
get work (monthly fee based)
2) Webmasters and others looking to get content for their website and
or their publications or newsletters. (monthly fee based)
3) Affiliates looking to make money by bringing people to the site and
getting paid for each successful registration and payment.

Principle is similar to that of Ezinearticles.com and
Ideamarketers.com to give you a better idea.

Now for the second website. This site is about Link Exchanging which
means members join the site for a monthly fee and in exchange they can
link to other member websites and have them also link to them for
similar content websites. this will in theory increase their engine
positioning since they are exchanging links with other sites that are
on the same line of business or have similar content. An example of
this type of site is linksmanager.com and you can look at the Flash
demos there if you need to understand this concept.

Users here will pay a monthly fee to belong to the site and the site
will manage all this linking etc for them.

I will also have an affiliate feature here for affiliates to get paid
on each subscription that they bring that goes through.

Questions are how do I reach to all this affiliates and get them to
join without using a third party like commission Junction  or
Clickbank etc?

How do I reach and get Webmasters interested in joining my site for service?

Gentlemen,

I am looking more for websites, forums and newsgroups where I can
reach these type of audience to promote my websites. I am not looking
for the obvious answer of spending money on regular media like radio,
TV and newspapers. Please what I meant was about ideas on how to do it
without the expenses of regular media advertising which I can't
afford. I need an elaborate response and not just a paragraph telling
me the obvious.

Since I don't know what is "obvious" to you, I hesitate to tackle this
question and have waited to see if someone else wanted it.

You can help me create an answer if you answer the question I posed
back on the 28th.

What makes your site different from all the similar sites? There is
probably something, some idea or concept which made you decide to go
into this business so can you share it with us?

Knowing what is unique about a project is often the only way to
determine what would work and isn't "obvious."

Easy! Hire a top PR Agency & splash out heavily on publicity. A TV
campaign and ads in all the appropriate magazines would be a great
start. Also get yourself known by appearing on chat shows. Become a
celebrity. Get yourself photographed with a few starlets (one at a
time, of course). You can do it. Good Luck!

Amazingly I'm not quite as cynical as mikomo, but I suggest the first
step is to write down just how your sites differ from thousands of
similar sites. You will need that information to promote yours.
