I'm looking for software that would allow me to do the following.

I have a computer in my office. This computer is connected to the
internet and to a printer in the office. I have a laptop that is
connected to the internet via wi-fi. The two networks are independent
of each other (the wirless network and the wired network). Is there
something I can install on both my lap top and on the desktop that
will allow me to print from my laptop to the printer that is connected
to the desktop? The idea would be that the laptop would print through
the desktop via the internet. They have stuff like this for sharing
files between two computers over the internet. Is there anything out
there that will let me print from one computer via another computer
through the internet?

Please help!

Try this solution:

LogMeIn
http://www.logmein.com/

Install the LogMeIn program on the computer you want to print from.
Then, from your laptop, you can transfer the file, switch to remote
desktop and print to the remote computer as if you were sitting at it.
I have done this many times, and even burned CD's on the remote
computer while at home.

It's free for 30 days OR 2 hours of use, after that it's about $10 a
month, or $80 a year (not sure, my employer pays for it). This is a
really cool service, worth every penny.

Let me know if this solution is a satisfactory answer...

Remote Desktop connecting is not an option for me (restrictions on the
desktop). I currently have a set up similar to what you mentioned. I
have files synched between the laptop and the desktop. I just thought
it'd be cool to print from the laptop through the desktop.

I understand. Consider, the fact you have restrictions on the desktop
is a very important piece of your puzzle. Have you considered sending
your files as a fax (PC to Fax)--?

I doubt these will work since you can't make changes to the Desktop,
but look anyway:

It is very much possible. What kind of OS are you running?

faxing won't work as there is no accessible fax machine (i'm in a
graduate student office..ie: not a real office).

Both computers have XP professional but the office computer has
limited rights. I can't mess around with the netwrok settings on the
desktop in the office b/c of access privileges. I can do anything on
the laptop.
