I am trying to locate unclaimed federal funds (probably IRS funds from
10 or 15 years ago) for Luis and Francis Atencio.

For a tax refund, the Atencio's might be out of luck.  

The IRS website notes:

"The law provides most taxpayers with a three-year window of
opportunity for claiming a refund. If no return is filed to claim the
refund within three years, the money becomes property of the U.S.

However, there are other unclaimed federal funds for which they may be
eligible.  Each federal agency has a different set of procedures for
making a claim.  You can explore them one by one using the links here:

Are they alive now or are they now deceased?  What city/state did they live in?
This information is needed for research.  If either is deceased,
please mention the date of death and city/state of death.  What would
have been the reason for a refund--is this just a normal refund of
taxes due or tax monies from some other source or for some other
reason?
