I need to develop plans / course outlines for a variety of 3 month
English as a second language courses. How is this task usually
succesfully accomplished? Coming up with a plan for 72 hours of
integrated, coherent, cumulative learning is daunting to me.

To phras it more concisely: How does one go about doing a good job of
designing and planning out a course?
