I would like to get a service to have all calls made to a local 212
area code number in USA to be transferred to an existing cell phone
number in another country, without keeping a local traditional phone
line in the USA. I would prefer to transfer my existing telephone
number from either my current land line or cellphone to use this
service, but I will also consider a new number if a 212 area code
number will be provided. I will not consider using a toll free number.

The closest thing to what I want is available at http://www.kall8.com/home_use.htm
However, kall8 only offers local numbers with area codes in the
Washington State area.

also offers a similar service but they do not offer non-toll-free numbers.

I'm afraid not. I am looking specifically for a service, physical
hardware components will not solve my need. The Kall8 service is very
similar to what I need, I just need the phone number in my specified
area code, or be able to transfer my existing local phone number to
the service. Kall8 doesn't transfer local numbers.
