Where can I download the prosecution history (amendments to claims, to
be more specific) for a USPTO utility patent or a current application?

http://portal.uspto.gov/external/portal/pair

Select 'Patent Number' from the drop down box and enter your patent
number.  The file history and everything else you'll ever need is in
the PAIR database.
