Locating Cell Phone Carrier Information

Hello, I work in a legal compliance center for a major U.S. Cell phone carrier. One problem that we encounter is that Law enforcement only has limited information when trying to track someone via their cell phone. One piece of information is an ICCID (Integrated Circuit Card ID) which is a computer Chip that is placed inside a GSM Phone. The first 8 digits of this number are uniqe to the carrier that is providing service with that SIM card The other piece of information is an IMSI (International Mobile Subscriber Identity). The first 2 numbers of this represent a country code and the next 3 numbers represent what carrier provides service. The last 10 numbers are unique to the individual subsciber. With all that in mind, my question is: Is there a listing on the web or any kind of database or publication that would tell me what carrier owns certain ICCID's and IMSI's? For example something that says AT&T Wireless owns any ICCID that begins with 89310380XXXXXXXX.
