How do I knit a ruffle? I know how to knit a ruffle after the garment
is finished and the stitches are picked up on the edge. I want to
BEGIN the garment with a ruffle and then go down to the correct amount
of stitches needed for the garment or blanket

No I found thatsite. I want a general instruction for castingon such as 
Cast on x amount for a 100 stitch bottom on a sweater with x being the
amount for the ruffle. Then how do I proceed for a nice full ruffle
and a return to the hypothetical 100 stitches? The one you sent is
nice but too general.
