Several yearts ago I had an operation ( food was getting lodged in the
windpipe) where a tube was inserted down the wind pipe and a balloon
was then blown up to breakup a blockage of webs....It was called
something  ______ ring.
What was it called?

I wonder if you may be referring to the esophagus rather than the
windpipe. Do any of these terms sound familiar?

Lower esophageal ring 
Esophagogastric ring
Schatzki ring
