I would like details on how California residents get a free college
education.  I just want basic facts like how long do you have to live
there to qualify, and what are the details, etc.  Thank you very much!

I'm afraid  you have been misinformed about the availability of a free
college education in California. The current per unit fee at
California Community Colleges is $26. Here are some pages to give you
an impression of the current situation with California Postsecondary
