I'm looking for an Ad Server who supports the following:

- Geo Targeting
- Statistics
- Text Ads/ Banner Ads
- Billing per Click/ Pre-paid/ CPM
- Login for Advertiser to Create Ad/ Target/ and being billed

In essence this is pretty similiar to Google Adwords but I do not need
any keyword options.

Ad serving technology comes in different flavors.  The upper end
systems are used by major online media publishers.  If this is for a
small company I would suggest others.

I would recommend this before growing the list.
