What is the average public school student to teacher ratio is in Texas
as well as the average student to teacher ratio is in Dallas County?

Texas, I got.

Dallas County is turning out to be pretty elusive, however.

I found the student teacher ratio in Dallas county --for each
individual school in a list. Unfortunally the list is 739 lines and
the column (in excel) would take too much modification before an
average could be obtained. Is the page with the list of schools and
each school's ratio, --along with the average in the State of Texas
ok?

Here's the resource that compares states, regions, districts,
counties, and schools that might work for you.

After I posted my clarification request, I noticed the Texas average
is from 2000, that might not be recent enough for you. If it is, let
me know. In the meantime, here's what I have:

This link lists all Dallas County Schools, the ratio is in a column on
the far right.

Here's a national table (by state) for student-teacher ratio from 2000:
