are there wireless surveilance devices thet are worn in the hair that
appear to be weaved into the hair

What type of surveillance are you looking for?  A simple microphone? 
Or would you like something with video capablity as well?

Is the entire device to be hidden in the hair, or is a separate
transmitter/recorder (perhaps hidden in the belt) acceptable?

These  few details would really aid us in our search.

You can conceal most standard condenser microphones in the hair like
