The given UK statistics are the sum the figures for Great Britain
(England, Wales and Scotland) and Northern Ireland.  For Northern
Ireland, only the numbers for 2002 are available yet.  The difference
between 2002 and 2003 are unlikely to skew the combined UK figures
much - see table 9.1 in
http://www.nisra.gov.uk/uploads/publications/ch9_annual_abstract_2003.pdf
to view the current trends in Northern Ireland.

I have discovered an error in my answer.  The given figures for
Germany does only include passenger cars.  In addition to this comes 2
619 300 lorries (Federal Statistical Office Germany,
http://www.destatis.de/basis/e/verk/verktab2.htm).  The total number
of cars in Germany is 47 276 600.
