I am looking for a program (for windows) which can batch rename and
add to the metadata description tag, from the data in an excel
spreadsheet. This is for .tif files. (to clarify - I have .tif files
which must be renamed from a list (in order) of names in an excel
file. I also have to add to the description tag (metadata) from
another column in the same excel file.)

It might be neccecary to take the data out of excel and into something
else, to work with the batch renaming program (something like a
copy-paste so that the program can work with the table/list of
names/descriptions).

Come on, researchers! There's got to be at least ONE piece of software
that can do this! Twenty dollars!

Free comment : Do this :
1- Export the filenames to a text file
2- Name that text file "renamer.bat"
3- Edit The content of the file so that it looks like this :

rename OriginalFile.tif renamedfile.tif
rename anotherFile.tif  renamedFile_2.tif
...

4- copy that file in the folder where your TIF files are
5- double-click on the 'renamer.bat' file in Windows, you just made
your own program !

Now you have to add the description tag, I don't know if there's an
existing program to do this... I'm a programmer, I could do one, but
not for 20 $.

There is one small programme called Irfan view 
u can convert any type of files like tif into jpg or jpg into tif any any files
there is batch convertion option that programme i think it will fulfil ur job
