Is it a male or a female whom you are seeking?

In which country?

When did you last meet?

I think that researchers are not allowed to post personal information
about living people. But I have seen personal information posted about
public figures (how to contact Bill Clinton) and people that are no
longer with us.

I'd like to more exactly understand the rule on this.

They are certainly allowed to advise you on doing your own research.

Try the "missed connections" section of Craig's List
(www.craigslist.org). Make sure that you are in the appropriate city.
