What can I do when I'm on the web and decide I want to print
something?  If I don't turn on the printer ahead of time It says
printer not ready Cannot communicate with printer.Check manuel, which
I do not have.  My computer is an IBM and my printer is Lexmark X83

In this site you can download your manual. 
But, i don`t understand your problem, you can only "tur on" your
printer, the printer finish the job.

it's necessary to turn on your printer firstly before start printing.
as your printer need time to warm up firstly.
