I want the name of a movie, foreign-language (I think).  I believe the
title is the name of the main character of the film, a young French
woman who has semi-magical powers to make people happy.

I think you are exactly correct.  I checked under "Amelie" in IMDB but
could find only a listing for "The Fabulous Destiny of Amelie Poulain"
and, after reading the synopsis, decided that wasn't the film.  Still,
after reading the first few sentences of the movie, it is exactly the
one I was trying to find.  I just did not recognize the title.  Wonder
if the title was excised to just "Amelie" in the United States?  IMDB
says otherwise, but I don't remember the longer title.  In any case,
thanks for your help.

was indeed known by the one-word title "Amélie" (or "Amelie") in the
US and the UK. The Region 1 DVD, designed for the US and Canada, was
also released under the abbreviated title.
