This is more of a request for information than a question.  I am
looking for a document dated prior to August 1997 that describes an
automated procurement system that has the following feature:  Any user
of the system enters an RFQ into the system and then the system
automatically (a) determines which of the user's approved vendors have
the capability to bid on the RFQ and (b) transmits the RFQ to those
vendors.
