Every time I open Microsoft Outlook 2003, I get an error message
stating, " Please wait while Windows configures Microsoft Outlook
2003". It's an error box that keeps popping up and I have to keep
hitting cancel to continue receiving my e-mails. This continues for
the duration of send/receive until all e-mails are received. If I let
it go, I get a second message stating to insert my Outlook CD. I don't
want to comply for fear of reinstalling Outlook and losing all the
e-mails and folders I have in place.

By some chance, do you have Office 2000 and the installer asks for
your Office CD rather than your Outlook CD?

#  Outlook Web Access keeps asking me for an Office CD. I'm getting
the message "Please wait while Windows configures Microsoft Office
2000." What is going on?
"Outlook Web Access interacts with an Office component called "Office
2000 HTML Source Edit" when replying or sending new messages. If your
home machine is affected by this error you can safely ignore it or
install the "Office 2000 HTML Source Edit" component from your
Microsoft Office CD to the machine to stop the errors from happening."

Windows installer error message:
"Some Windows users have reported an error when they first use the new
OWA. When you attempt to compose a new mail message, the Windows
installer for Microsoft Office 2000 may start and you may receive the
following message:
Please wait while Windows configures Microsoft Office 2000. Gathering
required information... This behavior only occurs on a computer that
has Microsoft Office 2000 or Microsoft Outlook 2000 installed.
 To resolve this issue, point the Windows installer to the Office 2000
installation point, and the necessary files are then copied to your
system. If you click Cancel to close the installer, OWA and Office
2000 function correctly."

Otherwise, another thought is to try System Restore.

Use System Restore to Undo Changes if Problems Occur:

I'd recommend simply creating a brand new Outlook profile. See
