I believe you will find what you are looking for at the search site
for Virginia District Courts (select Arlingtion from the popup menu):

I think a detail may be incorrect as the number did not yield a valid
match. The GT followed by 8 digits seems to indicate a traffic case.
Presumably you have a name that will help you to find the correct
details. Searching by date is also possible, but I could not find a
similar case number. Knowing a name or partial name would make it
easier to recognise the case that you seek.

If you do not have a name and are sure of the number and date I would
be happy to look through the other districts.
