This book was in my school's library when I was in 3rd grade and I
don't remember the title. It was in english but I think it was
translated from german. The tyrant thing seemed to be based on hitler
but the book seemed old to me.

This is what I remember from the book: A little girl lives with her
father and her dog. Her father marries and the girl does not like her
stepmother. Her new stepbrother sticks a pin in the dog's ear so the
girl runs away and lives with her aunt. I think her aunt was an
artist, or a free spirit type. The town they live in has an egg
festival. At some point an evil tyrant gains control of the city and
bans eggs(so his army could have them I think). There something about
the girl setting her aunt up with a man she knows but I don't remember
much about that. Eventually the beat the evil tyrant, who I think
could turn into an owl, and he turns to dust or something like that.
