Howdy tergen-ga,

With special care, fish can be "wintered" outside, according to Aquatics
Unlimited.
http://www.bestfish.com/wntrpond.html

"Fish may be wintered indoors or outdoors, depending on the construction
of the pond and the inclination of the hobbyist."

Although the cold can kill the fish, it is the build up of toxic gases
that is the real threat, as the Aquatics Unlimited article continues.

"But even more dangerous than cold water is the buildup of toxic gases
in a pond that is completely iced over for an extended period of time.
Therefore, a portion of the pond's surface should be kept open, to allow
the pond to 'breathe', disposing of toxic gases and adding oxygen."

You should read the above article in detail for more tips, such as the
use of pond de-icers, such as the ones listed on the referenced website.
http://www.bestfish.com/pondhtr.html

"Pond De-Icers are used to keep a 'breathing hole' in the ice that covers
a garden pond during the winter months."

The above website and the "Doctors Foster & Smith" website provide tips
on the proper (and different) food that wintered fish should be fed, as
well as what to do with the plants from your pond, etc.
