Feme means punishment, and it was used in the late medieval ages as a
way for the law to prove their authority. A cowardly, political murder
by a conspirer against a "traitor" is called Fememord in German.
The Black Reichswehr was a paramilitary underground organization
engaging in such assassinations against people with a different world
view. In defiance of the clauses of the Treaty of Versailles, and in
general war preparations, they would prosper in the 1920s in Germany.
These secret units were often acting in conspiracy with orders from
above, and you would therefore call it a Feme Organization -- hunting
down and terrorizing enemies, with the official justice being partly
blind to their right-wing activities. And though they knew of their
existence, the Reichswehr did not officially admit a connection to the
"Schwarze Reichswehr", the Black Reichswehr.
