I am using a Dell Dimension 2400 with 512 mb of ram. I have a Netgear
router with a wg111 access point on the Dell Dimension. My internet
connection works fine. I can surf to any page that I choose. Once
browsing to fbtonline.com the net logon for fbtonline.com does not
work. It will open a new window and try to load 199.4.253.133 which is
basically fbtonline.net I am told that internet explorer can not
display that web page.

I tried clearing cookies. I set my browser to access ssl and tls. I
cleared windows temp files. I turned off the fire wall, both windows
and zone alarm. I checked the router to make surf the site was not
blocked in any way. I have tried all levels of security settings for
the browser.

I have tried to login with three different computers that are on the
same network. None of them give me the needed login screen. One of
those computers does not even work when taken to the coffee shop and
using that network. The bank site works according to anyone else I
have talked to.

It is not a problem with the bank server since it works on other
systems and I have talked to the bank help desk. It is not a problem
with my network since the problem still occurs when one of my pcs is
taken to a coffee shop.

The only recent major change to the system was the instalation and then 
uninstalation of internet explorer 7.0 beta 2.

Instead of clicking on the link (for NetFirst Login, I assume)
try r-clicking the link and using 'copy shorcut' and pasting 
that in a new window. It should give you a URL like:
https://www.fbtonline.net/pbi_pbi1961/pbi1961.asp?Rt=065002289&LogonBy=Connect3&PRMAccess=Account

I also get a 'can't load' error from 199.4.253.133, but if
I click on the link, that's not what's showing up in the
new window. Instead, it's the URL above. If that address is
not showing up, it suggests that your DNS server is asleep
at the wheel, and is not translating 199.4.253.133 into a
friendly address.

Let me know where this takes you...

When I copy the link location and paste it into a new browser window I
still have the same problem. I do not know if I follow the way you
explain dns. I dont know that much about dns. I will try to research
trouble shooting my dns server however.

A dns server or service is what translates an address like
www.google.com into a numerical address that your computer
can understand, or vice-versa. So, since you are getting a
numerical address from the link, I suppose it -is- working,
but I don't really understand why the numerical address is
showing up instead of the regular address given in the
shortcut.

The dns server is provided by your ISP, and if you use a
cable connection, these are assigned, along with your IP
address, using DHCP.

You could check to make sure your TCP/IP is set up to
obtain them automatically, by going to:

Start -> Settings -> Network [and Dialup] Connections,
r-clicking on your Connection and selecting Properties,
highlighting Internet Protocol [TCP/IP] and selecting
Properties, and making sure that 'Obtain DNS server
automatically' is selected.

Assuming your ISP's servers are working properly, that's
all you need to ascertain.

What I have found interesting also is that: ipconfing /registerdns has
sent me to the event viewer. My security event viewer is showing log
in and log outs happening every two mins. I guess that may be
suspicious activity on this network.

Interesting!

I've *never* had a message under security events, of any kind.
Then again, I don't have a network - just a single PC. Copying
the exact text of the message (you'll have to highlight and 
Ctrl + c) might shed some light on what its presence means.

It can be the IE 7 Beta. I have tried the site with various browsers
and it works fine for me.
