Who was the maker of a circa 1910 tall case nine chime clock sold
under the Tiffany brand, where the maker's mark is a small five pointed star
with what appears to be a rose in the center. The clock has Durfee
brand chime tubes. I also need the pendulum suspension and beat
setter parts for that clock if anyone has those.

title should read "Tiffany", not Taffany. I would also like to know
if the Waltham trademark had a rose in the center of the star.

Waltham used a five pointed star on their dials. They also purchased
tubes from Durfee since they did not make their own. So your clock is
most likely a Waltham tall case clock retailed by Tiffany.
