I have been using iTunes and searching for artists in the Musicstore. 
When I click on "download" however I get a message that I will be
rerouted to my local Musicstore that matches my billing adress which
has a completely different selection. I thought it would just be one
big database.

I need recommendations on websites where I can download mp3 files to a
wide variety of foreign music such as Swedish, Turkish, Greek etc. I
don't mind paying but I want the site to not be of filesharing/spyware
type.

only certain songs are available, but for free:

has a lot of mp3s from all over the world, but you have to purchase

I had forgotten to mention one thing. At Cnet's free music download
page, you can navigate using the menu bar on the left to look for
foreign music. I clicked on "World", and I believe that brings you to
the browsing menu with entries organized according to places and
regions.
