I am looking for either the average price (or median price) of new
homes/property in florida OR resources where i can get this data.  I
am actually interetsed in finding out the difference between what
people pay for a pre-construction home vs. what the homes cost after
the pre-construction sale phase. For example, sometimes you can buy a
new home at pre-construction prices for say 250,000.  Then once the
development is complete and the builder starts to sell the actual new
homes the price for that same home might be 265,000.  I cannot find
any data on this anywhere...

A realtor could help (for free), likewise the Multiple Listing
Service. Florida varies greatly in real estate prices across the
state, so your preference of a geographic area would certainly help.
For instance, one might pay pre construction on the beach in a condo
in the million plus range, while an acre and a half some 15 or so
miles inland might be 75K undeveloped, and a ranch with farmland 90
miles north might be $300k..

I agree with crythias. My 2000 square foot house in West Side
Jacksonville, Florida would sell for about $100,000. Comprable houses
in some neighborhoods sell for more than twice that much, and
comprable new houses up to $300,000.
 Other than really crumby neighborhoods, Marion Oaks, about 9 miles
South West of Ocalla, Florida has about 1000 houses almost as nice as
ours for $60,000 to $90,000. Other locals where we looked before 2000
were more expensive.  Neil
