In current time frame prices, what would be the cost of establishing a
permanent lunar base? Prices requested are both for a NASA based
mission and an ESA/Russia/NASDA combined mission.

Can you clarify what type of permanent lunar base you're talking
about?
Crruently there are several theoretical plans for establishing
permanent bases on the moon, some for solar power, some for NEAR
sitings, etc.  SOme of these are to be completely automated and some
would require a staff.

Are you looking for a permanent HUMAN presence on the moon?  And if
so, of what size and scope?
