I am currently having an ecommerce website designed for me. Do I own
the html code ? If I decide to change the whole look of the site and
sell something completely different can I do this cheaply by in theory
paying somebody to recycle the site to sell different products.

Depends on your contract with the developers.....

Could go either way....

That would entirely depend on your contract with the developer and/or
the state you live in.  If such a thing is not covered in your
contract it is safe to assume you have full ownership of the code
unless otherwise stated.  However I am not a lawyer.
