"The rights to perform Joseph and the Amazing Technicolor Dreamcoat
are owned by Rodgers & Hammerstein."

Here you will find full information about obtaining performance rights
and other materials from Rodgers & Hammerstein:

There is quite a bit of useful info on the R&H website. Here's the
page devoted to Joseph and the Amazing Technicolor Dreamcoat. Notice
the magenta-colored box on the right. By clicking PRODUCTION
INFORMATION or BACKGROUND INFORMATION, you'll get menus that lead to a
wealth of information about the show.

Here are online performance license applications for amateur and
professional productions:

My search strategy began with a visit to the Open Site Encyclopedia,
since I was aware that theatrical licensing information is available
there. I then went to the Rodgers & Hammerstein site, where I found
the online license applications linked above.

I hope this is precisely the information you need. If it is not, or if
a link doesn't work for you, please request clarification; I'll be
glad to offer further assistance before you rate my answer.

Since your username mentioned Hawaii, I answered on the assumption
that you were interested in licensing information for the United
States. If not, please let me know.

The UK licensing of "Dreamcoat" is handled by Andrew Lloyd Webber's
"Really Useful Group":
