Please direct me to a (preferably downloadable) COMPLETE definitive 
REFERENCE manual for all the Windows(XP, 2000, etc.) API functions
that tells
their arguments, meaning, etc. It needs to be  easily available for a
reasonable price (0 to 95$). This reference manual should present the
machine
language interface (i.e. calls), and if possible, the C interfaces 
for some common compiler. (This information used to be standard for an
operating system years ago, but things are now kept hard to find for
some reason.)
I'd like the same information for Linux, if you know of such a
document.

Dear studboy-ga,

Yes, MSDN is better than nothing - but I really want a document that I
can print and
peruse at will without a miserable browser resticting the "aperture". 
I.e., I like old-fashioned
manuals!

Well, prbably not sight-unseen.  given a citation, I would
try to see the book at B&N or Borders, and then if I like it, I would look for
it at half.com,

I have come across this with my Delphi programming and found an easy
solution.
File you are probably looking for is "win32.hlp" Yes that's windows 32
bit help file but it offers all Win Api commands with good
descriptions. There's not just commands but this has been enough for
me. It also describes differences between different windows versions
so you can make your application to work with 95 aswell.

Oops, that was wrong file. The one I meant can be found for example here:
http://www.borland.com/devsupport/borlandcpp/patches/BC52HLP1.ZIP

It's 5.6Mb and extracts to 24mb help file...

For API from VB, I use 
http://www.allapi.net/tips/tips.shtml
they have a free downloadable API viewer that comes with parameters
and explanations for most of them.
