which home insurance companies offer a full replacement policy instead
of the usual actual cash value policy? This is for a home in New York
(Queens)

Every [homeowners] insurance company I have dealt with has different
policies for sale, and Replacement Policies are standard offerings,
but you have to ASK FOR IT, especially if you want a GUARANTEED FULL
REPLACEMENT policy.

I would call ANY insurance company and ask about these policies specifically.
