how do i find out who owns the film rights to a novel?

Probably by contacting either the publisher or the author.  

Have you tried these options?  What happened?

pafalafa-ga's instinct is exactly right.

The best way to find out who controls film rights to a book is to
contact the publisher (usually, asking for the "Subsidiary Rights"
department is the best way to get to the folks who can answer you) and
ask.

If the publisher controls film rights (not likely, but not impossible)
you can begin negotiating for the rights you want. If the publisher
does not control film rights, it should be able to point you toward
the party that does--be it the author, or the author's agent, or other
rightsholder.
