How to charter federal and state credit union?

chullhuh-ga,

Federal charters are granted by NCUA -- the National Credit Union
Administration.  Their manual can be found here:

It fully describes the process to apply for a new charter, or to amend
an existing charter.

Chapter 1 gives most of the details about starting up a new charter. 
Chapter 4 discusses the relationship (and conversion options) between
state and federal charters.
