Do I need a voltage coverter to safely use my Dell Inspiron 2100 and
Dell Inspiron 8600 laptops in Australia and Europe, or can I get by
with just a plug adapter? I currently use my two laptops in the USA.

Take a look at your power transformer (the rectangular box that is in
the middle of your cord) ... if it says something like 100~240V,
50~60Hz, you're probably going to be fine. If in doubt, ask Dell.
